Pragmatic leaders are ready for new challenges

Musical chairs has been playing out at Hospital Authority head office, cluster and hospital level. Anita Chan takes over the baton from Clara Chin for the post as Director (Finance). Besides, Dr Tom Kam‑tim and Dr Doris Tse are at the helm of Cluster Chief Executive (CCE) of Kowloon East and Kowloon West (KWC) respectively.

Seeing making proper use of public funds and maintaining a solid financial foundation as prime mission, Anita strives to enhance communication between finance departments in head office and cluster level. Given an upcoming wave of retirements among members of senior management, her team is planning a good preparation for succession to assure smooth transition. Upcoming strategies include a list of presentation skills training, job rotation scheme between head office and clusters and more, which broaden colleagues’ skill sets on policy making and operation aspect.


Travelling with family and enjoying cuisines are the ways how Anita enjoys life.

Becoming CCE of Kowloon East and Hospital Chief Executive (HCE) of United Christian Hospital (UCH), Dr Tom Kam‑tim has to overcome hurdles lying ahead – expansion projects of UCH, construction of new block at Haven of Hope Hospital (HHH), ageing population problem and growing population in Kowloon East. He encourages colleagues with Steve Jobs's quote, “The only way to do great work is to love what you do.” Providing a positive working environment for passionate colleagues is the goal.


Dr Tom Kam-tim, a photography enthusiast, has captured the beauty of Croatia recently.

Dr Doris Tse takes up the post of CCE of Kowloon West, HCE of Princess Margaret Hospital and North Lantau Hospital. In her new capacity, she is now focusing on the reorganisation of clinical services in hospitals after the cluster boundary re‑delineation between KWC and Kowloon Central Cluster. “As a senior executive, it is crucial to promulgate policy and measure which are legally in order, fair and reasonable. Listening to feedback from users or even visiting the frontline ensures effective implementation of policy.”


Dr Doris Tse believes that where there is life, there are hope and prospect.

Moreover, Dr Eric Cheung, a specialist in Psychiatry by background, takes up the post of HCE of Kwong Wah Hospital while Dr Nelson Wat takes up the position of HCE of Caritas Medical Centre. Dr Lau Ip‑tim, a specialist in endocrinology, diabetes and metabolism, takes up the post of HCE of Tseung Kwan O Hospital and HHH.
