Policy Address supports HA with new funding
The SAR Chief Executive’s 2017 Policy Address was released in October, outlining important medical policies and proactive development plans. In response to population growth and demographic changes, the government promised to increase the recurrent funding for HA progressively on a triennium basis. The HAHO Human Resources Division then organised staff forums in seven clusters between late October and early November. The HA Chief Executive Dr Leung Pak-yin and directors of different divisions explained key points of the Policy Address and our response measures to staff.
HA will formulate service plans and sustained initiatives for the coming three years through medium-term strategies; and will also start the next round of public hospital development planning in the coming five years.
500 new beds are planned for 2018 to meet the uprising service demand. A comprehensive and co-ordinated primary healthcare system will relieve the stress of Accident and Emergency departments. HA will contribute to building up such a system through appropriate participation in medical-social collaboration and supporting the government’s disease prevention and screening policies and programmes.
HA will employ all qualified local medical graduates and provide them with relevant specialist training. Besides, a series of measures will be implemented to retain current employees, including:
• Continue the Special Retired and Rehire Scheme
• Enhance the Progression Scheme for Patient Care Assistant (PCA) IIIA (In-patient Services) to PCA II (In-patient Services)
• Implement the Progression Scheme for Operation Assistant (OpA) IIIB (In-patient Services) to OpA IIIA (In-patient Services)
• Directly recruit qualified care-related support workers with relevant experience as PCA II (In-patient Services)
• Provide more training and progression opportunities for Executive Assistant IIIA (Ward)
• Review annual increment mechanism after promotion for employees who joined HA on or after 15th June 2002
• Explore arrangement to resume full-time work after an employee switched to temporary part-time work
