Background
In the 2013 Policy Address, the Chief Executive of the Hong Kong Special Administrative Region announced that the Government would revisit the demand for healthcare facilities in Kowloon. The development of a new acute hospital at the Kai Tak Development Area (KTDA) was subsequently proposed to cope with the rising demand for healthcare services brought about by growing and ageing population in Kowloon.
Locating in the heart of the Kowloon region, the Kowloon Central Cluster is serving a considerable number of patients from neighboring area. The construction of Kai Tak Hospital (KTH) will therefore help strengthen public healthcare services in Kowloon (especially for the future population in the KTDA) and alleviate the healthcare needs of residents in the district.

Later in the 2016 Policy Address, the Government announced that $200 billion would be set aside for the Hospital Authority to implement the “First Hospital Development Plan”. This plan includes the construction of the Kai Tak Hospital at KTDA. Upon completion of the new hospital, services of Queen Elizabeth Hospital will be relocated to the new hospital in phases.
About KTH
The KTH is managed by KCC, providing high-quality public healthcare services to residents of Yau Tsim Mong, Kowloon City, Wong Tai Sin and Kwun Tong. It has a total gross floor area of 500,000 m² with 2,400 beds, 37 operating theatres and a wide range of clinical services and facilities. In addition, the KTH is the designated “Trauma Centre”, providing 24-hour accident and emergency services (A&E) with comprehensive facilities to handle various types of emergencies, major incidents and disasters.

The KTH is situated at KTDA in Central Kowloon, creating synergy with other hospitals in KCC to further improve the public healthcare services in the Kowloon district. The KTH will collaborate closely with Kwong Wah Hospital to provide A&E services for KCC, and will maintain strong connections with Kowloon Hospital, Our Lady of Maryknoll Hospital, Hong Kong Buddhist Hospital and the Tung Wah Group of Hospitals Wong Tai Sin Hospital in KCC to provide rehabilitation services for patients.
Facilities and Services
The KTH has a total gross floor area of 500,000 m², comprising of five buildings, namely the “Acute Block” (Tower 1), “Administration Block” (Tower 2), “Education & Training Block” (Tower 3), “Specialist Out-patient Clinic Block” (Tower 4) and “Oncology Block” (Tower 5). Together with the two blocks of Hong Kong Children’s Hospital, which serves as a tertiary referral centre, a ”5+2 public healthcare complex” will be formed. The functions of the buildings are interconnected, and they are all linked by bridges, which ensures easy accessibility. Information technology will be effectively leveraged in the KTH to further maximise the advantages of a “Smart Hospital”, enhancing healthcare efficiency.

Q1: When will KTH commence services?
A: The construction of KTH is in progress. It is anticipated that the services of the “Specialist Out-patient Clinic Block” (Tower 4) and the "Oncology Block" (Tower 5) will be gradually commenced in 2026.
Q2: When will KTH commence A&E services? Will Queen Elizabeth Hospital continue to provide accident and emergency (A&E) services?
A: The A&E services of Queen Elizabeth Hospital will be relocated to KTH upon completion of construction. The A&E services of KTH are expected to commence upon the completion of the “Acute Block (Block One)” in 2027. The exact commissioning date will depend on the progress of construction.
