New Acute Hospital at Kai Tak Development Area

Background

In the 2013 Policy Address, the Chief Executive of the Hong Kong Special Administrative Region announced that the Government would revisit the demand for medical facilities in Kowloon, and would expedite the development of the reserved hospital site at Kai Tak Development Area (KTDA) if necessary. The development of a new acute hospital (NAH) at in KTDA was subsequently proposed to meet the demand for medical services arising from the growing and ageing population in Kowloon. Locating centrally in the Kowloon region, there is a relatively high level of service demand in Kowloon Central Cluster (KCC), caused by an influx of patients from the districts of other neighbouring clusters. Building an acute hospital in KCC accessible to the population of the Kowloon region, in particular the future population within KTDA, can meet the pressing need for strengthening the provision of public hospital services to the region.

In the 2016 Policy Address, the Government announced that $200 billion would be set aside for the Hospital Authority to implement the First Ten-year Hospital Development Plan. This plan includes the construction of the NAH at KTDA, with the services of Queen Elizabeth Hospital (QEH) being gradually relocated to the NAH starting in 2026.



About NAH

The NAH is managed by KCC, providing high-quality public healthcare services to residents of Yau Tsim Mong, Kowloon City, Wong Tai Sin and Kwun Tong. It has a total gross floor area of 500,000 m² with 2,400 beds, 37 operating theatres and a wide range of clinical services and facilities. In addition, the NAH is the designated “Trauma Centre”, providing 24-hour accident and emergency services(A&E) with comprehensive facilities to handle various types of emergencies, major incidents and disasters.

The NAH is situated at KTDA in Central Kowloon, creating synergy with other hospitals in KCC to further improve the public healthcare services in the Kowloon district. The NAH will collaborate closely with Kwong Wah Hospital to provide A&E services for KCC, and will maintain strong connections with Kowloon Hospital, Our Lady of Maryknoll Hospital, Hong Kong Buddhist Hospital and the Tung Wah Group of Hospitals Wong Tai Sin Hospital in KCC to provide rehabilitation services for patients.



Facilities and Services

The NAH has a total gross floor area of 500,000 m², comprising of five buildings, namely the “Acute Block”, “Administration Block”, “Education & Training Block”, “Oncology Block” and “Specialist Out-patient Clinic Block”. Together with the two blocks of Hong Kong Children’s Hospital, which serves as a tertiary referral centre, a”5+2” public healthcare complex will be formed. The functions of the buildings are interconnected, and they are all linked by bridges, which ensures easy accessibility. Information technology will be effectively leveraged in the NAH to further maximise the advantages of a “Smart Hospital”, enhancing healthcare efficiency.

Q1: When will the NAH commence services?

A: The construction of the NAH is in progress. It is anticipated that the services of the “Specialist Out-patient Clinic Block” and the "Oncology Block" will be gradually commenced in 2026.


Q2: Will all services currently provided by QEH be relocated to the NAH?

A: Upon the completion of the NAH, most of the clinical services in QEH will be progressively relocated to the NAH. The services at the Ambulatory Care Centre Extension (Block T) of QEH, which opened in 2016, will remain at the original site to continue providing specialist outpatient, allied health and day services.
