Major Development in New Territories West Cluster 2026/2027:

Provide Smart Care

  • Provide 25 additional day beds at TMH, including 20 for medical and five for surgical.
  • Enhance cancer genetic and genomic testing services by providing approximately 1,900 additional cancer-diagnosis-related tests at NTWC.
  • Set up a multidisciplinary heart failure team at TMH, and provide 150 transitional ambulatory care clinic patient capacities, 495 echocardiogram procedures, and 20 additional intravenous infusion and ultrafiltration procedures.
  • Enhance ambulatory care for geriatric services by providing 20 additional geriatric day places and 3,135 additional geriatric day attendances at TMH.
  • Enhance ophthalmology pre-assessment clinic services by providing 825 additional pre-assessment attendances at TMH.

Develop Smart Hospitals

  • Continue development and implementation of Smart Hospital initiatives.
  • Implement digital pathology and scan 4,685 additional cases for primary diagnosis in anatomical pathology at TMH/POH/TSWH.

Nurture Smart Workforce

  • Strengthen manpower to enhance patient relations services at POH.

Enhance Service Supply

  • Provide one additional intensive care unit bed at TMH.
  • Provide ten additional operating theatre (OT) sessions per week for ear, nose & throat, gynaecology, surgery, gynaecological oncology and cancer surgery services; provide one additional peri-operative medical clinic session and four additional pre-anaesthetic assessment clinic sessions per week at TMH.
  • Enhance services at TMH stroke centre in accordance with national accreditation standards, provide 340 intracranial vascular work-up and 340 bedside ultrasound carotid duplex for ischaemic stroke patients.
  • Enhance psychiatry services by providing 1,330 additional psychiatric consultation liaison cases by doctors at NTWC.
  • Enhance cancer services by setting up fast-track diagnostic service for patients with suspected lung cancer, and provide 195 additional patient capacities at NTWC.
  • Enhance radiotherapy services by providing 875 additional radiotherapy treatment attendances (in terms of low-complexity radiotherapy treatment attendances) at NTWC.
  • Enhance diagnostic radiology services by providing 515 additional PET-CT attendances at NTWC.
  • Enhance ophthalmology services by providing three additional local anaesthesia OT sessions per week at NTWC.
  • Enhance renal services by providing three additional patient capacities for in-unit haemodialysis at NTWC.
  • Build laboratory capacity by providing 1,500 additional haematology tests and 400 faecal elastase-1 tests at NTWC.
  • Strengthen facility management manpower to provide timely inspection and better arrangement of improvement works and preventive maintenance at NTWC.
  • Strengthen manpower to support dispensing services at CPH.
  • Further enhance palliative care (PC) consultative services at NTWC and provide 390 cancer patient capacity, 1,970 PC consultative visits and 550 PC home visits.
  • Provide an additional total of 9,655 FMC attendances and 2,000 family medicine specialist clinic attendances at the Family Medicine Integrated Centre in Tuen Mun Area 29 West.
  • Continue to support the planning and commissioning for the OT Extension Block at TMH.
