Past, Present and Future of Clinical Management System: For Hospital Authority Hong Kong                                          Wednesday, 4 May

For the past 20+ years, the Hospital Authority (HA) of Hong Kong Special Administration Region (HKSAR) has developed and
implemented a corporate unique system named “Clinical Management System (CMS)” for all public hospitals (more than 40
hospitals with 28,000 beds), more than 40 Specialist Outpatient Clinics, more than 70 General Outpatient Clinics, associated
Diagnostic Radiology Centres, associated Pathology Laboratory Centres and associated Pharmacies. At present, more than
40,000 clinical users including doctors, nurses, ward clerks, radiologists, radiographers, pathologists, laboratory technicians,
pharmacists, dispensers, etc. are using CMS on a regular daily basis for patient care delivery process via more than 22,000
clinical workstations at every clinical unit of the HA. In terms of its system workload, the current CMS has to handle huge
annual clinical activities for more than one million patient admissions, two million emergency patient attendances, 15 million
out-patient attendances, 24 million laboratory specimen tests, 66 million drug items dispensing and 4.6 million radiological
examinations for more than seven million citizens in Hong Kong This presentation aims to highlight the major “phased-
approach” development and implementation journey for the CMS journey for the past 20+ years across all public hospital and
clinic institutions within HA. It will also highlight the technological roadmap and system development focus on exploring and
designing future CMS for the next 5 to 10 years.

CMS is a clinical application system owned by clinicians, designed by clinicians and adopted by clinicians working in public
healthcare institutions for all seven million citizens of the HKSAR.
