Electronic Health Record Sharing System of Hong Kong — from Planning to Commencement of Operation

The new electronic Health Record Sharing System (eHRSS) of Hong Kong has been successfully launched in March
2016. The system is a key new infrastructure of Hong Kong’s healthcare system to enhance the quality and efficiency of
service to patients. In this presentation, the speaker will talk about the past 20 years of changes that have eventually led
to the successful set up of eHRSS. He will explain the policy formulation process, the major difficulties encountered in the
implementation of the eHR programme, and how the challenges have been overcome. He will also highlight the importance to
engage stakeholders and strategies to promote the concept to the public in initial years of operation.
