Haemodialysis Public Private Partnership Programme (HD PPP)

Programme Introduction

To cater for the growing demand of the haemodialysis service for end-stage renal failure (ESRF) patients, the Hospital Authority (HA) will collaborate with community medical organisations to provide options for patients to receive haemodialysis in the community under the Haemodialysis Public Private Partnership Programme. This is a 3 years pilot project starting from March 2010. Objectives of this Programme are: to enhance haemodialysis service for ESRF patients; to enhance patients’ self-care capacity and improve their quality of life; and to enhance collaboration between the HA and community medical organizations. HA will invite the following groups of clinically suitable patients to participate in the Programme: Eligible Hong Kong residents who are currently on haemodialysis in HA hospitals and in stable condition; Newly diagnosed ESRF patients who are not suitable for peritoneal dialysis; Or peritoneal dialysis patients at risk of treatment failure.

As of March 2011, more than 70 ESRD patients were recruited to the Programme to receive HD treatment in the community.


Invitation Process

1. Nephrologists of HA will assess the clinical condition of patients, and issue invitations to the suitable patients.

2. Invited patients have to complete, sign and return the consent form to HA.

3. Patients who wish to participate in the Programme shall enroll in the “Public-Private Interface – Electronic Patient Record Sharing Pilot Project” for sharing of patient’s medical records between HA and the partner organisations via HA’s Electronic Patient Record System.

4. Patients who participate in the Programme will be arranged to receive haemodialysis treatment in the community according to the available quota. HA will continue to provide follow-up consultation, medication and regular examination services.

Fees and Charges

1. Patients are required to pay the community haemodialysis centres the same fee as charged by HA for each haemodialysis session.

2. Patients' eligibility for medical benefits / waiver under HA is applicable under this Programme.
